Probably because that law was written by Tagalogs, Cebuanos, Ilonggos, etc. My Dictionary defines the word as "originating in and typical of a region or country" But lawmakers have a penchant for redefining words to fit their every whim and caprice, and thus, I think our colleague, Champagne, had the good grace to supply this page with what they mean. However they word the law, we citizens must abide, whether indigenous or not: "The law, in its majestic equality, forbids the rich as well as the poor to sleep under bridges, to beg in the streets, and to steal bread."

A. In Philippine languages and dialects, when you say "mga" it refers to plural nouns as the plural equivalent is indicated as "mga", and there is no plural for nouns. You do not add an "s", unlike in English and other languages.

A. No, sir. Waray-waray is NOT a dialect but a completely separate langauge on its own. That sentence doesn't make any sense at all in any Philippine langauge. "Ayaw" means "to not want" but the other two are unintelligible. Perhaps you meant "Ayaw ko/Ayoko magsulat." meaning "I don't wanna write." in Tagalog. And btw, learn the difference between a language and a dialect. You've just insulted by Waray-waray brothers.
